I fixed it, dunno how, other than this being a different day. (and possibly configuring using HTTPS instead of HTTP, but I can't see how that would change things).

Did you reboot the switch after the time change to see if it updated to the proper time? If it is pulling time from the NTP server it should be stratum 2, you are correct on that.

I would make sure that the firmware on the switch is up to date. It may be a certain port that is failing over even if the root switch isn’t. If any port changes it will generate the error.
